Here’s a concise overview of the 2025 contract process for IAM Railroad Machinists, showing how we moved from initial member input all the way through ratification:
Overview
The 2025 bargaining cycle began in spring 2024 with a membership survey and has proceeded through formal Section 6 notices, coalition and independent carrier negotiations, and shop‐floor outreach. A tentative agreement was reached at the end of March 2025, followed by an electronic ratification vote in late April, which passed with 59% approval on April 30.
Key Milestones
April 25, 2024
– Launched the member survey to gather bargaining priorities.

November 2024
– Nov 1: NRLC submitted its Section 6 notice.
– Nov 7: IAM District 19 filed its Section 6 notice, officially kicking off national negotiations.

December 31, 2024
– Several carriers opted out of the NCCC framework (CPKC, CSX, UP) to bargain independently, while BNSF and Norfolk Southern remained with the NCCC.
– Section 6 notices served under the Railway Labor Act.
– Meetings scheduled: NCCC (Jan 16, 2025), UP (Jan 29), CPKC coalition (Feb 20), with ongoing talks at CSX.

– BNSF–NCCC talks continue; CSX machinists accepted their TA.

Update: National Freight Negotiations(From D19)
- Carriers Opting Out of National Handling: Canadian Pacific Kansas City (CKC), CSX, and Union Pacific (UP) have decided to negotiate independently, moving away from the National Carriers’ Conference Committee (NCCC).
- Carriers Remaining with NCCC: BNSF Railway and Norfolk Southern (NS) continue to negotiate under the NCCC framework, among others (see full list at https://districtlodge19.org/national-negotiations)
- Section 6 Notices: As mandated by the Railway Labor Act, Section 6 notices have been served to all carriers represented by the NCCC. These notices formally propose changes to existing agreements, marking the beginning of the bargaining process.
- Ongoing Negotiations: Active discussions are taking place with carriers that have chosen independent negotiations, focusing on quality-of-life issues that are critical to our members.

- Important Dates: Meetings set with the NCCC on January 16th, 2025. UP meeting on January 29th, 2025, and CPKC coalition meetings on February 20th, 2025. Continued talks with CSX.
We remain optimistic that all carriers will engage in good-faith negotiations to reach agreements that meet the needs of our members.
